Philip A. Findlay serves as President/Chief Executive Officer for Sea Hawk Maritime, LLC. He holds a Bachelor of Arts in Entrepreneurship and Business Administration from Central Michigan University and is a Florida Certified General Contractor with over 12 years of experience managing dredging and marine construction operations in the Southeastern United States.

In his leadership role at Sea Hawk Maritime, Mr. Findlay is responsible for the administration and management of a marine contractor specializing in environmental restoration and dredging services. He has administered dredging projects throughout the East and Gulf coasts, supporting complex environmental, industrial, and public works initiatives.

Mr. Findlay’s project experience includes major dredging and restoration efforts for federal, state, and local clients, including work at the Jupiter Inlet, Pinellas County Beach Restoration, Gasparilla Island Beach Restoration, Horseshoe Cove Maintenance Dredging, Kings Bay Restoration Project, Honeymoon Island Beach Restoration, and Murrell’s Inlet dredging projects throughout the Southeast. His experience reflects a strong understanding of regulatory compliance, environmental protection, and operational execution.

Prior to his role in marine construction, Mr. Findlay served as a Project Manager and Assistant Superintendent on a variety of design-build construction projects, where he managed schedules, contracts, pay applications, and on-site supervision for residential, marina, and assisted living developments. In addition, he is the President of Stafford Findlay Holdings, Inc., where he provides strategic leadership for multiple franchise restaurant operations, demonstrating a strong background in business operations, financial management, and organizational leadership.

As Chief Financial Officer for Sea Hawk Maritime, Ray combines an academic foundation with 7 years of industry experience to lead financial strategies for a commercial dredging contractor. A graduate of the University of Florida with a degree in Resource Economics, Ray applies financial analysis to align budgets, forecasts, and long-term capital planning. He provides financial reporting, performance analysis, and strategic insight into ownership, lenders, and bonding partners to support informed decision-making and sustainable long-term growth.

Mr. Worthington manages asset valuations, depreciation schedules, lease/purchase analysis, and full lifecycle cost modeling. He maintains detailed job costing analysis, project profitability, and evaluates cost drivers across operations. Ray also supports bid preparation and pricing strategies through cost modeling, break-even analysis, and the development of margin targets.

Through banking relationships, Ray has secured equipment financing and working capital lines to support ongoing operational needs while maintaining compliance with loan covenants. His responsibilities further include leading financial analysis for fleet expansion and capital investments to ensure disciplined growth.

In addition, Ray oversees a team of accountants responsible for accounts receivable and payable, payroll, fixed assets, and monthly financial reporting, ensuring compliance with GAAP and applicable tax regulations. He works closely with external CPAs, auditors, and operations teams to maintain strong financial controls, optimize cash flow, and support efficient, profitable operations.

Zach Wiand serves as Vice President of Operations for Sea Hawk Maritime, LLC. He holds dual Bachelor of Science degrees in Finance and Risk Management & Insurance from Florida State University. Zach brings a strong analytical and compliance-focused background to marine construction and dredging project operations.

Mr. Wiand has supported efforts on hydraulic and mechanical dredging projects throughout the Southeastern United States. He’s served as Operations Manager, Project Manager and Quality Control Manager for large-scale projects involving up to 1.5 million cubic yards of dredging and placement work.

Mr. Wiand has managed detailed earthwork operations for beach nourishment, dredge material management areas (DMMAs), navigation channels, marinas, and environmental restoration projects. Zach’s operations management experience includes oversight of company-wide operations, supervision of personnel hiring, and coordination of day-to-day logistics. His project and quality control management background includes project planning, submittals, scheduling, and safety and environmental oversight.

His representative project experience includes Grand Canal Muck Removal, Horseshoe Cove Maintenance Dredging, Murrells Inlet Maintenance Dredging, Hilton Head Maintenance Dredging, Folly Beach Emergency Renourishment, Honeymoon Island North Beach Fill, Jupiter Inlet Maintenance Dredging and Beach Renourishment, Gasparilla Island State Park Beach Fill, and Ponce De Leon Inlet Maintenance Dredging,

Mr. Wiand is certified in NAVFAC / USACE Construction Quality Management, OSHA 30, FDEP Stormwater Erosion and Sedimentation Control, and NFPA 70E Electrical Safety. He is well-versed in RMS, standard project management reporting software, and development of operational procedures.

Kyle Bulleit, P.E. is a Florida-licensed Professional Engineer and serves as an Alternate Project Manager and Alternate Quality Control Systems Manager with Sea Hawk Maritime. He holds a Bachelor of Science in Civil Engineering from the University of Florida and brings over eight years of experience in marine, civil, and environmental construction projects across Florida and the eastern United States.

Mr. Bulleit’s experience includes managing large-scale hydraulic and mechanical dredging operations, beach nourishment projects, navigation channel improvements, and environmental restoration efforts. His technical background encompasses hydrographic and topographic surveying, dredging design and permitting, construction quality control, and safety management. He has overseen dredging and earthwork operations for residential shoreline channels, marinas, public navigation waterways, drainage systems, and emergency response projects.

Throughout his career, Mr. Bulleit has supported and managed projects for USACE, counties, municipalities, utilities, and water management districts, including beach renourishment, harbor maintenance dredging, DMMA operations, muck removal, and inlet and canal improvements. His representative project experience spans federal, state, and local agencies, reflecting a strong understanding of regulatory compliance, environmental protection, and construction quality standards.

In addition to his field and project management experience, Mr. Bulleit is certified as a NAVFAC / USACE Construction Quality Control Manager, an OSHA 30 safety professional, and an FDEP Qualified Stormwater Management Inspector. He is proficient in industry-standard engineering, survey, and dredging software and is an active member of the American Society of Civil Engineers (ASCE). His combination of engineering expertise, regulatory knowledge, and operational leadership makes him a key contributor to complex dredging and marine construction projects.

Phillip White is a seasoned Superintendent and Dredge Captain with over 24 years of experience executing complex environmental and marine dredging projects along the East Coast of the United States. He currently serves as General Superintendent, where he is responsible for overseeing all aspects of dredging operations, crew management, and project execution on large-scale, multi-shift projects.

Mr. White brings extensive hands-on expertise in operating hydraulic dredges, tugboats, and heavy marine equipment, combined with strong leadership in managing multimillion-dollar dredging projects. His responsibilities include providing technical directions to crews, laying out dredge areas, troubleshooting electrical and mechanical systems, managing pipeline operations, and ensuring safe, efficient production. He is accountable for day-to-day dredging execution, safety compliance, and coordination of personnel and equipment.

His recent project experience includes serving as Superintendent on the Pinellas County Pass-A-Grille Beach Fill Project, which involved the placement of approximately 136,000 cubic yards of beach-quality sand. On this project, Mr. White oversaw a 24/7 dredge operation ensuring production targets, safety standards, and environmental requirements were met.

Prior to joining Sea Hawk, Mr. White held superintendent and dredge captain roles with Seaward Marine, Kokosing Industrial, and Norfolk Dredging, where he managed daily dredging operations, supervised and trained dredge crews, coordinated tugboat positioning, and safely executed harbor and channel dredging projects throughout the Eastern Seaboard. His experience spans crew training and development from entry-level deckhands to levermen and mates, with a strong emphasis on safety, efficiency, and operational excellence.

Mr. White holds a high school diploma from West Brunswick High School in Shallotte, North Carolina, and maintains certifications including OSHA 30-Hour Construction Safety, CPR, TWIC, and USACE Quality Control Certification. His deep operational knowledge, problem-solving ability, and commitment to safety make him a key leader in marine and dredging operations.
